Deadwind Pass
Commentary: Deadwind Pass is easy for low-level anglers to reach: Take the road from Duskwood, and drop down into the water as the road crosses the gorge. Lower-level anglers will not be able to cook what they find (recipes for cooking both Bloodfin Catfish and Crescent-Tail Skullfish come from completing the daily cooking quests in Shattrath, which in practice require level 70), but might still be able to resell the raw fish.
