Moonglade
Commentary: Druids (who get access via quests) and those who visit during the Lunar Festival (when one can teleport to Moonglade from most cities, then tag the flight point in Moonglade for future use) can reach Moonglade at very low level. Moonglade contains no hostile creatures, but has fish comparable to zones containing level 50-ish creatures. So for a dedicated angler, some moderately valuable fish can be caught safely in Moonglade at fairly low level. However, most low level anglers are still best advised to catch, cook and sell Deviate Fish from The Barrens.
