I too grinded to friendly with Bloodsail on my main but i just bought lots and lots of silk cloth to get back neutral with them and later with all the rest of the goblins, its alot easier then it seems too.
A hint for everyone : turn in linen at ratchet first, then silk at BB,then mageweave at gadget and then maybe later a few runecloth at everlook.
Every time you turn in it becomes less so best to start of with linen and silk (as they are very cheap on AH) and then mageweave for our beloved noggenfrogger. It took me a while before i started getting that last 2500 rep with everlook (dont trust it will be the same with you) cause who goes to everlook anyway?
I think this is still the easiest method of all since you'll still want to use the boat of BB - ratchet or the innkeeper at BB.

Confirmed!
Riggle Bassbait, Fishbot 5000 and Jang all interact with Bloodsails (or rather... Goblin-hated characters).

I was able to talk to them all, see their quests, open the quests to the rewards, and in Jang's case (as I had a few fish) I was able to turn them in.

I did not have the 40 fish, so I was unable to press continue at Riggle's screen, but I got to that part. Which means Bloodsails do have the ability to win the tournament through Riggle, turn in fish to Fishbot and to Jang. It's just hard to do.

I actually did turn fish into Jang (as I expected I would be able to). Now back to my Keefer hunting.

In other words, Patch 2.4 is Bloodsail compliant.
Trinda tested. Trinda approved.

I turned in my tastyfish to Jang regularly (prior to 2.4). So she, at least, interacted with Bloodsails.

I am 100% certain that all the NPCs involved with the Extravaganza are all green (friendly) to Bloodsails -as in, they do not attack and are not red/orange/yellow (hated/hostile/neutral) to the player-. They are not Cartel-flagged.

Interaction-wise, I suppose I can only say with certainty that Jang does.

This Sunday, I'll be testing Riggle (and Jang and Fishbot) to ensure that this is applicable in 2.4.
Stay tuned for the update!

Thanks. Please let us know whether it can still be done.

Blizzard's own support article says:

Why am I unable to participate in the Stranglethorn Vale fishing tournament?
If you have unfriendly or lower reputation with Booty Bay, you will not be able to participate in the Stranglethorn Vale fishing tournament.

While nobody doubts it will be difficult with half of Booty Bay gunning against you, that article implies that the NPCs will not interact with you at all.

From memory, there has been a recent change to make it easier to collect the Trading Card Game items. So maybe the contest was tweaked too?

I've looked and I see no mention of it. Sorry if this is in fact a repeat.

I just wanted to make it clear to my fellow Bloodsail Admirals (and Admirals to be) that you can still win the tournament if you are hated by the Cartel factions.

Riggle Bassbait, Jang and the Fishbot 5000 (along with Landro Longshot: the loot card guy) are still friendly to Goblin-hated characters.

Will it be harder? Yes. Definitely, because you may have a corpse run to do, which slows you down greatly. But it can (and has been done). There are a few strategies to employ.

1. BEFORE you start your Bloodsail Buccaneers grind, set your hearth to Booty Bay. This way, you can rez right in-front of Riggle. This is pretty impractical, but it is one method.

2. Have a healer on hand to heal you as you get whopped by the Goblins. This is still pretty roughshod, since dying is still a possibility (and also endangers your healer friend :P ), but with decent geared characters (or skillful), it is better than the first option.

3. Invisibility/Invulnerability potions and other alchemical boons. Still kind of dangerous, but if you practice maneuvering the city before hand, this is a very viable option. You just can't make a mistake or you're doomed.

4. This is the most effective method (and is what I used a few times). Have a warlock and two healers standby, next to Riggle and his buddies. As you make your 40 fish mark (or a few seconds before), call for a summon. When you pop, your friends will heal you and you can talk to Riggle for the win.

Death is very likely in all scenarios. But it can be done (at least prior to 2.4..., it hasn't been 2.4 tested YET. Testing this Sunday).
I hope this was helpful.
