It's been reported that a requirement to get this quest is to have first completed the quest "The Last Wave of Survivors". That appears to be inaccurate. I completed that quest, but the "A Taste for Grouper" quest wasn't available until I'd also completed "Threat from the Water", given by the NPC Ranger Glynda Nal'shea. It could be that both are required, or that "Threat" is the one that enables the "Taste" quest.
