A simple tip that I stooped ignoring made a huge difference. I used the Blizzard keybinding to set a camera view so i was directly on top of my bobber. I was able to know for sure. If my bobber was in a pool. (later that very same day I got Old Ironjaw after 287 casts) Today, I thought I was going for the same with my druid and, I got it the very first cast! I couldn't believe it! Diplomat and Old Crafty in one throw. I was suddenly one of those you just hear about or is mentioned to point out that these are just by pure luck. I stood behind the waterfall for about half a minute, double and triple checking my bag to see that it really was there. Now, I'm trying for the Old Ironjaw with this character, but no luck just yet. I hoped that I would get that one as well on my first cast. Not only are there tons of schools all around the areas mentioned but the aggro ranges and mob dispertion lends itself well to fishing for low level characters. My toon is level 31 and she is having a blast sneaking into the high level areas to ninja fish. I was able to catch a ton of fish, grab a few flight paths and explore the beautiful ruins around the area without dying more than 5 times or so.
