I've been fishing the sewers off and on for over a year, caught him with what was then my main after a full week and close to 800 casts. Got the fishing bug with my new main, and fished on and off over several months, probably around 600 casts. Today, fishing the sewers with the quest, caught him in under 40 casts. After that, I took a research break, and read on another site (Wowhead? Warcraftpets?) that fishing from the end of the pier by Cantrips and Crows was the best place to catch the Giant Sewer Rat. So I moved to the Cantrips and Crows, and caught the Giant Sewer Rat on my second lure. Someone else also caught it while I was there. I haven't noticed any change with the drop rate during Jewel In the sewers, I think it's just a coincidence. A friend of mine, in my guild, has gotten like 4 rats on the same character. Some people are just incredibly lucky while some are terribly unlucky.
