I just thought I'd mention that I did 50 casts in Undercity today without getting the item (I did have the quest). It's not definitive of course, but I've never had to go more than 30 casts to get it in Orgrimmar. I'll give it another go next time it's the daily, or maybe try Thunder Bluff. </p>
