After about 25 casts, I got one Lightning Eel. So, the drop rate is very low, but they are dropped between 00:00 and 06:00. I'll try again during other hours and see how it compares. At least I got one Eel for the Stormchop recipe to make for the achievement. The catch rate seems quite a bit lower than 25% (perhaps 10% - needs much more testing). So maybe there has been a subtle change. Literally 0 catches. 06:00-12:00 and 18:00-00:00 are times when some Lightning Eel can be caught.
