You only need to get to 0 "Your fish got away" messages (at skill level 225) and you're golden in STVFE. You clearly have that even if you equipped a garden-variety 0-bonus fishing pole with no gear and no lures, which is precisely what I advise you to do in STVFE. You don't need to use lures, that doesn't affect what you catch. The week after I won the contest itself, I caught the fish for the boots and the fish for the fishing line. I considered myself incredibly fortunate, since I had the Weather-beaten Hat and only needed those two.
