It does not reduce your <a href="http://www.wowwiki.com/Aggro_radius">aggro radius</a>, so it will have no effect on how far away from mobs you have to be before they aggro you. Your <a href="http://www.wowhead.com/?item=25827">Muck-Covered Drape</a> has <a href="http://www.wowhead.com/?spell=32641">this spell effect</a>, which means it also affects threat and not aggro radius. As a priest, you could use <a href="http://www.wowhead.com/?spell=25596">Mind Soothe</a> on humanoids to reduce your aggro radius. As a druid, you could use <a href="http://www.wowhead.com/?spell=26995">Soothe Animal</a> on beasts. I don't believe paladins have any abilities which will help you, so you're stuck either finding good shoreline places to fish that are far away from mobs, or stocking up on <a href="http://www.wowhead.com/?item=8827">Elixirs of Water Walking</a>.
