http://www.mmo-champion.com has some 3.1 possible changes (gotten by looking through the patch files, so no guarantees), and has this:
* Aquatic Riding Ray - Summons and dismisses an Aquatic Riding Ray.
This is an aquatic mount.

Keep in mind that MMO-Champion is reporting the contents of spell.dbc (the client-side spell list). There's no evidence any of this is actually available in-game yet.
There are a large number of not-yet-implemented faction quartermasters up at the Argent Tournament in Icecrown - one for each starting race. Some of the daily quests there reward tokens, which I expect will be traded for items sold by the quartermasters. Looking at the names of many of the minipets and mounts, a lot fit a player-faction reward. For example, Dun Morogh Cub, Durotar Scorpion, Great Mulgore Kodo, Turbostrider**. So I suspect that's where we will find them. Not sure about the Aquatic Riding Ray though.
