One thing you could do instead of wasting mats making them, is train up fishing on a 70+ char and do the fishing daily...you always get the +100 fishing hooks, I have so many I've had to sell stacks and stacks of them on the AH. A stack of 20 goes for about 10g on my server.
You actually sometimes get the water walking potions instead of lures. Also, if you actually regularly fish in areas where you need +100 lures to avoid getaways, then the daily isn't sufficient.
Anyway, re: the OP's question.
The aquadynamic fish attractor is a trained recipe, meaning you just walk up to any non-specialized (not goblin or gnome) engi trainer, and they will teach it to you. If you are not seeing it available, then you probably have already learned it.
Make sure to double check your engineering pane for the recipe. Be aware that profession panes sometimes bug out. When I open leatherworking, for instance, I often get only a dozen or so recipes displaying. Try reopening and closing it a few times to fix that. First use the search to find it (there's an area to put in a search string in the upper right corner of a profession pane), making absolutely sure you are spelling it right (try searching for just "aqua"). If you still can't find it, it may be a UI glitch. Try manually checking for it by looking through the whole list. If you still can't find it, try disabling your addons.
If you can't find it in your profession pane and can't train it, I'd say it's 90% probably a UI glitch. I've never heard of a bug which outright disables people from learning only specific recipes. There is a first time for everything, though, so if all of the above doesn't work, it's time to open up a ticket and sort this out with a GM.
