Having recently hit 70 and still skilling up my fishing (just did cooking to 375 and found fishing--which i greatly enjoy--and this site in the process)... I've found that I can level my skill in the Orgrimmar pond while waiting for arena matches to begin. Takes about every 5-6 catches at my level (~ 230).
Only drawback is that my 2v2 partner needs to check that I am not going into the match with the fishing pole equipped... which has happened a frighteningly common number of times (though my crummy arena rating is due to me being generally crappy at PVP rather than fish pole weapon mishaps). Hehe.
Anyhow, figured I would post the anectdote as well as the way I'm slowly leveling the skill.
One question... is there a point at which a low level body of water will stop leveling your skill entirely? Didn't see that in my read thru of the site topics.

(Oh, and P.S. to shaman fishermen. Your elemental weapon enhancements will not work on fishing poles. So no windfury fish pole warriors I'm afraid).
