While doing the quest Fate, Up Against Your Will yesterday (Nov 28), I tried fishing in Orgrimmar for a few minutes and got 7 or 8 catches, but did not get The Fishing Diplomat.
It turns out that for some reason I had not been credited for fishing in Stormwind, which I had done plenty of times, even as recently as last week for Crocs In The City, so i had to go back and fish there again to get it completed.
Weird.
