I'm not sure if the large pool under Icecrown Citadel counts as 'open water', but there's no fish in it anway.

There are two areas in the area around my citadel i can think of that i go to fish at. Deep underneath, where some meddling adventurer found my heart, there is a pool. Try there. Also, those annoying Scarlet Crusaders have an island you can fish off of. No guarantees of there bein any there, i might have emptied the pond before you even make it there!
