I suspect what's happening is that characters that have been recently copied or have recently visited the trainer have gained a different version of the Fishing spell to earlier characters. If the change goes live it will update for everyone, but it isn't worth the hassle of updating all the previous beta characters.
Visiting a fishing trainer currently teaches 3 separate fishing spells. The very fact there are 3 spells taught suggests that Blizzard are testing something. Unfortunately none of the tooltips refer to fishing without a pole: That the text hasn't changed, implies they haven't yet decided what changes to make permanent.
I really hope this change makes it to live! I've been playing Rift lately while waiting for MoP and they recently introduced fishing. It's basically the same as WoW except that you do not need to equip your fishing pole. Now that I've been playing WoW again, I find it very clunky to have to equip my fishing pole to fish, and then remember to switch back to my weapon.
I have WANTED that POLE for so long :(
I think I will enjoy this if only for the pole....
I enjoy switching into my fishing outfit to fish. I have did this before BC as back then I had Nat's hat <giggle> and his boots plus gloves with enchant to wear.
